Subject: RAQI Bulletin # 00-04

Communiqué from RAQI # 004-00

In Quebec on June 10 and 11 last RAQI held its spring board of directors meeting followed by the Annual General Meeting.    Several things happened during that week which justify the present communiqué.

Two new directors have joined the group this year,  Marjolaine Vallée,  VE2DOG,  about whom I will mention more below and Serge Langlois,  VE2AWR.

Serge is from the Quebec Region and brings several decades of experience as a Radio Amateur.  He participates mostly in HF and is an avid contester.    Serge brings new ideas and a new perspective on things.    The RAQI board has asked him to take charge of the Reseau AQC and the management of the callsign VE2AQC as well as the transmission of RAQI bulletins on HF.    I know that Serge is full of ideas and in due time we will examine them on their merits.    We bid him welcome to the heart of Amateur Radio administration and are pleased to know him.

Last November at a RAQI board of directors meeting Lucien,  VE2LDE,  made known his intention to retire in June from the provincial co-ordination of the Rseau d'Urgence. This become official at the June 5 director's meeting.    In his letter of resignation Lucien told me that he had achieved the objectives which he had set and that he wished to move on to other things. I would like to add that during Lucien's term Quebec had several emergencies of which certainly the two biggest in history were the Saguenay floods and the ice storm in the Montreal region. He kept the network going at times which were not easy but succeeded in maintaining its integrity and credibility.

In the name of the Board of Directors of RAQI I thank Lucien for the innumerable hours which he spent managing this essential instrument of the provincial emergency plan.    I know that Lucien wants to spend part of his summer on his sailboat relaxing and enjoying nature.    Enjoy it Lucien.

At the same meeting the RAQI board accepted the recommendation of Lucien to the effect that he be replaced by Marjolaine Vallée,  VE2DOG, until now the deputy co-ordinator for eastern Quebec.    Marjolaine comes to the provincial co-ordination with excellent experience in amateur radio management.     For a number of years she was president of the Club Radio Amateur de Rimouski,    VE2CSL,  in addition to being regional co-ordinator for Rimouski for more than five years. For nearly a year she has been deputy co-ordinator for eastern Quebec.    Marjolaine lives in Quebec which has helped her greatly with contact with representatives of Securite Civile du Quebec.

Congratulations to Marjolaine and we wish her the best of luck in her new capacity at the head of this most important RAQI committee.

For many years the RAQI Réseau d'Urgence has maintained a packet network operational over a good portion of the territory of Quebec.    Since this network has never been used during any emergency to which we have responded since 1978, Securité Civile has told us that they ho longer have need for a packet network.   The packet equipment of the VE2RUx stations will be dismantled and Sécurité Civile will no longer pay for the space occupied for the digipeaters at government sites.  There is therefore,  no further need to reserve the frequency 145.05 for emergency packet communications.    The RAQI Board of Directors with the agreement of the frequency co-ordinator has amended the band plan which covers the frequency 145.050 to read: "Digital communications keyboard to keyboard and/or BBS".

Following a request made by the general meeting in 1999 we have revised completely the by-laws of the association and on Sunday,  June 11th,  the 2000 general meeting approved unanimously the new by-laws which took effect at the end of the meeting.    RAQI is now juridically well equipped to handle what the 2000s will bring us.
