COMMUNIQUÉ FROM RAQI.
Yesterday, December 30, 1999, the FCC (Federal Communications Commission) announced a major restructuring of the levels of competency for Radio Amateurs in the USA.
Right now Americans have seven levels of Amateur Radio competence including three levels of proficiency in cw from 5 to 20 words per minute.
Starting next April 15 these levels of competence will be reduced to three and there will only be one level of cw proficiency required for access to HF frequencies which will be 5 words per minute.
This will not affect any laws or regulations applicable in Canada. RAQI and RAC are in contact since yesterday on the subject and are studying the implications of the situation on us.
